City grants liquor license to Greathouse of Pizza

The Greathouse of Pizza is adding beer and wine to the menu. Owner Trent Groothuis received a liquor license at the Oct. 5 meeting of Casey City Council.


After adding an additional license to the books, the license was unanimously granted.


Mayor Scott Elkins is seeking an alderman for Ward 3. Donna Tutewiler, who was not present, has resigned. She was appointed five months ago to fill the seat vacated by Elkins' mayoral election. ''Donna Tutewiler has resigned for personal reasons, health being one of them,'' Elkins explained. ''I wish her the best and thank her for working with us.''


Police Chief Mark Jenkins reported an arrest has been made for the Saturday, Oct. 3 burglaries of Reflections Restaurant and Clark and Kemper Used Cars. Jenkins credited diligence on the part of Officer Bill Carlen as leading to the arrest of Michael Lowery, 18, of 204 W. Buckeye, Casey. Lowery was taken to the Clark County Jail. Jenkins also issued his monthly departmental report.


The nuisance ordinance was updated to provide what Alderman David Coleman termed, ''due process.'' The current ordinance ''didn't meet the court test,'' according to Coleman who chairs the ordinance committee.

City Attorney Sarah Holsapple-Miller is reviewing city ordinances and recommended the change. The city has stepped up efforts to serve abatements on properties in violation of the ordinance.


Also, a new ordinance was added to the books that will create the position of lieutenant on the police force as permanent. Office Brent Clapp was recently given the promotion to provide the department a second in command.


In other matters, the council:


o Adopted a resolution to sell the south six feet of city property to Erik and Karen Huddlestun, owners of Casey Family Medical Center on North Central. The new building's air conditioning unit was installed on the tract. The Huddlestuns are paying the assessed value of $828.


oHeard from Susie Mathews, reporting for Utilities Superintendent Shelby Biggs, that on Tuesday, Oct. 6, McClintock Engineering of Paris would be inspecting downtown buildings for structural integrity and health and safety issues.


o Heard Mathews report all utility employees are now certified for the Federal Emergency Management Agency's National Incident Management System.


o Heard Fire Chief Jason Garver report his crew was participating in National Fire Prevention Week at the elementary school.


o Heard Alderman Tom Monken report the Downtown Improvement/Economic Development Committee had interviewed an additional candidate for the economic development director position, and found the candidate did not meet expectations. He said the search continues.


o Donated $500 to the Mint-to-Garden Club for Fairview Park beautification of gardens and landscaping.


o Heard Mayor Elkins report that the city's strategic plan will include participation in the Tree City USA program, a community forestry program of the Arbor Day Foundation. Elkins is asking for community volunteers to form a committee for this endeavor.


o Heard from Park Recreation Director Debbie Hutton that she continues to work on Christmas in the Park, meeting with community groups about their participation in the holiday event.


o Set a utility committee meeting for 4 p.m. Oct. 13 at Superintendent Biggs request, as well as that of City Collector Randi Parr, who wishes to review written policy and procedures for utility collection and billing.


o Set a meeting of the ordinance and airport and fire committee for 5 p.m. Oct. 13, as requested by Chief Garver to assess needed updates to the north fire station.


o Heard the utility committee is meeting with Rob Kessler, owner of R&K Disposal, the city's contracted garbage and recycling service provider, at 1 p.m. Oct. 16.


o Heard council members commend Superintendent Biggs and city employees on recent sidewalk repair work.


o Provided a clarification of the Oct. 26-31 citywide cleanup, which includes availability of dumpsters at the utility building. This service will be extended to all non-commercial city utility customers, regardless of whether or not the customer lives within city limits.


o Heard the water and sewer rate study is ongoing.


o Heard the Casey-Westfield High School Student Council sent a thank you card for the city's Homecoming Parade participation.


o Approved the minutes, payment of bills and officers' reports.


The council meets next at 6 p.m. Monday, Oct. 19.
